Understanding the 5 RCRA waste code categories

Not all hazardous waste codes work the same way. The category determines how a waste is identified and what listing rules apply.

D — Characteristic Wastes

Any waste that exhibits ignitability (D001), corrosivity (D002), reactivity (D003), or toxicity (D004–D043) is hazardous regardless of source. Toxicity is measured via the TCLP test. These codes apply to virtually any generator.

F & K — Listed Wastes

F-codes cover non-specific-source wastes (e.g., spent solvents, electroplating sludge) generated across many industries. K-codes are tied to specific industrial processes like petroleum refining, steel pickling, and wood preserving.

P & U — Discarded Commercial Chemicals

P-codes are acutely hazardous commercial chemical products (generating >1 kg/month triggers LQG status). U-codes are toxic commercial chemicals. These apply when the pure or off-spec chemical is discarded — not when used and spent.

Common questions about identifying and applying RCRA hazardous waste codes.

Can a waste have more than one hazardous waste code?

Yes. A waste can, and often does, carry multiple codes. For example, spent trichloroethylene might be listed as F001 (spent halogenated degreasing solvent) and also exhibit D040 (TCE toxicity characteristic). You must apply all applicable codes on the manifest.

What is the TCLP test and when is it required?

The Toxicity Characteristic Leaching Procedure (TCLP, SW-846 Method 1311) simulates leaching of a waste in a landfill environment. It is used to determine whether a solid waste exhibits the toxicity characteristic (D004–D043). If the leachate from a representative sample exceeds any regulatory threshold, the waste is hazardous.

How do P-listed wastes affect generator status?

Generating more than 1 kilogram of any P-listed (acutely hazardous) waste in a single calendar month automatically makes your facility a Large Quantity Generator (LQG) for that month, regardless of your total non-acute waste volume. Even a single over-limit month triggers the 90-day storage clock and all LQG requirements.

What is the "mixture rule" and why does it matter?

Under 40 CFR 261.3(a)(2)(iv), any mixture of a listed hazardous waste with a non-hazardous solid waste is still considered a listed hazardous waste. For example, if you mix F003 spent solvent with an oily rag that would otherwise be non-hazardous, the entire mixture is F003. This prevents dilution as a disposal strategy.

What is the "derived-from rule"?

Residues derived from the treatment, storage, or disposal of a listed hazardous waste are also listed hazardous wastes. Ash from incinerating an F001 solvent is still F001. Wastewater treatment sludge from treating a K-listed process waste is still K-listed. This rule keeps listed waste designations through treatment.

Do state waste codes differ from federal RCRA codes?

Yes. The federal RCRA program sets a floor — states with authorized programs can and often do add their own hazardous waste codes (e.g., California has additional CA-specific waste codes). Always verify against your state environmental agency's regulations in addition to the federal 40 CFR Part 261 listings shown here.
